Where I can get the hm surf?

That one would be in Petalburg City. I believe you get it from Wally's grandparents, in the house right next to the gym after beating it.
Go to wallys house and talk to his dad. He will give you surf.

I already beat the gym leader in Pearlberg city and need the surf tm.. Already went back to the Wally's dad & didn't give it to me :/ where do I get it !?

I already go to Petalburg Gym but I only talk to my DAD and not battle with Norman. I need the surf.
First you'll have to defeat Norman's(Dad) gym in petalburg (after defeating flannery) he will tell you that Wally's parents had something to give you. Then go to Wally's house that is next to the gym in the left hand side. Then talk to Wally's father he'll give it to you.
