Question for Pokemon Sapphire

Where and how do you catch Bagon and that Metorgross?

Bagon can be found in the area of Meteor Falls in which you find the TM02 (Dragon Claw). To get Metagross, defeat the Pokémon League and obtain the Beldum from Steven's house; it will evolve at level 20 into Metang, who will evolve into Metagross at level 45.

According to my guide by RAMS, Bagon is on the land in the long strip of nothing in Meteor Falls. Metagross evolves from Metang, who evolves from Beldum, which is in Steven's house in Mossdeep City after you beat the elite four.

You can find bagon in meteor falls where you get the tm, and you can use sweet scent, and you'll see bagon will appear, but try and try until you don't see bagon.

You can't catch a metagross you just can get the first form of that pokemon, you can get the first form of that pokemon in steven's house when you beat the elite four.
