Wow, you ask a a lot of questions:

1: Here is a list of Pokemon that can be bred with Swampert:

Aggron
Aron
Exploud
Grovyle
Lairon
Loudred
Marshtomp
Mudkip
Rhydon
Rhyhorn
Sceptile
Swampert
Treecko
Tropius
Whismur

2:
a) Nospeass, can be found by using Rock Smash in Granite Cave. Usually, you'll find Geodudes or nothing, but occasionally you'll find one.

b) Skitty is found only on Route 116 (between Rustboro and Verandturf). It is rare, however, sometimes there will be massive outbreaks of Skitty.
You will be told if there's an outbreak by watching TV.

c) You must first catch a Zubat (Meteor Falls, Granite Cave, Cave of Origin, Seafloor Cavern, Victory Road, Shoal Cave) or a Golbat (Meteor Falls, Sky Pillar, Cave of Origin, Seafloor Cavern, Victory Road, Shoal Cave).

If you caught a Zubat, evolve it to a Golabt. Then keep levelling it up and giving it items. Golabt will like you more. Once Golabt is really happy and loves you a lot, it will evolve into a Crobat.

To check how happy your Pokemon is, put if first in your party, go to Verandturf Town, go to the house to the bottom-left of town, and talk to the lady.

d) Illumise is found on Route 117.

e) Koffing is found on Fiery Path. It is rare on Sapphire, but common on Ruby. It is vice versa with Grimer.

f) Staryu is found by using a Good Rod or Super Rod in the water lining Mossdeep City, but dont go to a different Route.

g) Rhyhorn is found in the Safari Zone.

h) Chinchou is found by using Dive on Route 124 or 126.

i) Horsea is found by using a Super Rod at Route 132, 133, or 134.

j) Regice is found in the Island Cave on Route 105. It is on the right side of the route next to the tress, so it's hidden.

k) Registeel is in the Mountain Ruins on Route 120.

l) Deoxys is only obtainable on Fire Red and Leaf Green by doing something special.

3: If you want more information on how to get these pokemon, write back.

#186: Kingdra (give a Dragon Scale to a Seadra, then trade it to a friend and it'll evolve.
#168: Heracross (Safari Zone).
#167: Pinsir (Safari Zone).
#151: Chimecho: (Exterior Mt. Pyre).
#139: Wigglytuff (give a Moon Stone to Jigglypuff).
#138: Jigglypuff (Hidden area of Route 115).
#137: Igglybuff: Breed a male and a female Jigglypuff in the daycare.

4: Well it's full now so you'll have to get another one. Only feed it berries that raise its beauty, and make sure they're ones that increase it's beauty by a lot.

For more info on what berries or Pokeblocks to use, write back.

To catch the most elusive pokemon (Deoxys), go to www.pokemon.com

It should be displayed on the home page. I'm not sure if you can catch it in pokemon Sapphire and Ruby but I can't be certain.
