Question for Pokemon Sapphire

Could someone please help me, I'm extremely stuck

1. Whenever I find Latias use mean look but after a few turns it somehow runs away! I lob ultra balls and timer balls but they don't catch it even though its health is so low, its not visible!

2. How do you get Feebas? I've searched for weeks. All I know about it is that you can get it when its not raining. Which part of the river do you look for it and what rod do you use.

3. Is there actually a 100th rocket launch that takes you to space and if there is, do you only have one chance to get it and you can't save in front of it. I've had it since the release date and it is only on launch 37. I'm growing impatient of waiting.

1. If Latias still runs away after you use Mean look it means that you have done one of the following things:

A. Changed pokemon

B. The pokemon that used Mean look has fainted

2. To get Feebas you don't need to fish when its not raining and you should either use the super rod or the old rod ( I would suggest the super rod ) and there's no certain part of the river because the places to catch feebas in the river are the 6 tiles in the river and don't bother asking anyone that has it where they got it because every game is different ( you change the hip quote to change the 6 tiles ) but if you fish on the right spot you have a 75.5% of finding a feebas ( the whats hip and happening kid is outside the dewford hall )

3. I'm not sure because I'm only on launch 38 myself.

You cannot get to the moon on the 100th launch. Just a rumor someone made up.
