Question for Pokemon Sapphire

How do you get a feebas? I am not able to find a horsea... Please help

You will find Horsea on Routes 132, 133, and 134—fish in the areas not covered by the current with the Super Rod. They're a bit common there.

As for Feebas, I am debating whether it is the fact that you should go searching every four days—when it's not raining—or tooling the Dewford Hall tagline and searching the Route 119 stream tile by tile.
