Question for Pokemon Sapphire

I've one question, to get the blue flute I need to collect some ashes and give it to the man that will make the blue flute...isn't it? And how to get the ashes?

1) Get soot sack from the guy in the house.
2) Walk by the brown grass. (actually,the brown thing is the ashes)
3) If the ashes you got is enough to make blue flute, go to the guy again and choose blue flute. It's easy right?

Once you get a soot sack you just walk around in the brown grass.

Keep going back to his house to see if you have enough ash...
