I was really confused why, but right when I entered Mossdeep City for the first time in my Sapphire Version, I talked to the man in the Space Center, and he said " Thet's successful launch number 9999!" My Ruby Version, which I've gotten farther on, reads 2 successful launches!...... are you playing Ruby Version? Maybe that's why your only on your 1st launch. Does your bro play Sapphire Version? Maybe that's why he has 9999 launches.

To launch rockets, I heard from somebody else on this page that you have to fight a guy in a white science jacket or whatever, and each time you do, you launch another rocket.

But you know something? Ultimately, I think you need to beat the Elite Four. Each time you do, you launch another rocket. I say this because I only beat the Elite Four ONCE, and I have 2 rockets launched.
