wat gym leader do i face to get strength because you need strength to get to lavaridge city

Sootopolis - Last Gym. To enter that city you need to go through an underground cavern right. This is where you will catch Relicanth. It really sucks because I had to fight/run from 30 pokemon before he even showed but he showed eventually.

So just fly to sootopolis > Swim to dark spot at the bottom of the town > Dive > Come out of the cave > run around in underwater grass/seaweed. But like I said the amount of wild encounters before getting him sucks

You need to face the 4th gym to use strength however you get it by doing the following:

From Rustboro city, make your way back to Mauville City by going to Shidake Town. To go there, head East from Rustboro City and use rock smash on the
boulder. You will get HM 04 Strength for smashing the boulder, however you can't use them yet until you beat the 4th gym.

to get Relicanth you use dive in a dark space in water.Start swimming around and you will find Relicanth.

Use dive in the dark space and you will be in a cave underwater. Come out of the cave and there should be some green stuff that looks like grass. Just swim around in that.

It is not in any route it is just underwater. I was trying to give you some screenshots but it doesn't want to seem to do that.

But yeah once you come out of the cave the underwater grassy areas are pretty obvious. The relicanth I caught was lvl 35
