1- They are found on wild lunatones. But they are rare to find. You can also trade with another game.
2- You have to win the master rank and at the end judging you have to get at least 6 stars and 6 hearts.
3- You can't get both in this game. You can in Emerald though.

Most of the time you can get only one moon stone, but as he said, you can find them on wild lunatone.
If you want my advice....i chose the claw fossil...its best =]
