Dragonite83 answered:

1 you find Chimecho on the outside of MT.pire in about the third patch of grass up there isnt a special way you just walk in the grass like normal.

2 find a Spheal train it to level 32 then it evolves into sealeo, then train it to level 44 you find Spheal in the cave above MOSSDEEP CITY.

3 To get a RELICANTH all you need to do is fly to SOOTOPOLIS CITY surf to the place where the water is dark so you can dive, then dive, exit the under water cave and just swim around in the surrounding kelp and you will find a RELICANTH soon enough.

4 you can't get a JIRACHI or DEOXYS in Sapphire unless you go to a special event by nintendo or unless you use a emulater on a computer, if you want to know more about the emulater ask me later.

5 Yes there is a national dex you recieve it from prof. Birch after you beat the Pokemon league.

PhilXZ answered:

1. Go to the outside of Mt. Pyre, use sweet scent in the upper left and right locations there. Since Chimecho is a rare Pokemon, it'll be a rare occasion so be sure to have a good amount of Pokeballs!

2. Sealo evolves into Walrein at Lvl. 44.

3. Relicanth can be found in the underwater grass before the underwater entrance of Sootopolis City.

4. Jirachi and Deoxys cannot be obtained unless you go to a Nintendo Event, but those have long passed. Most players use a cheating device to obtain them such as and Action Replay or a Gameshark.

5. There is no exact obtainable National Pokedex. Once you catch a Nat. Dex Pokemon, the Pokedex will automatically switch into National Mode.
