You can't get Groundon playing Sappire,its only on Ruby and to get the Regis,you need to have a Relicanth and Wailord then go to Pacifidlog Town and down the Ocean Current and there'll be an entrance in the middle,use dive.Then go inside deep (you're going to have to use dig at one point) until you reach the end and have them in the first 2 slots in party (you might have to switch them up) and talk to the big relic stone then there'll be rumbling sounds making that the Regis unlocked.
Regice= somewhere north of Dewford Town
Regirock= Route 111 (Desert)
Registeel= somewhere around the caves.

Groudon can only be traded over from Ruby or Emerald.
