Can somebody tell me how to get Eon ticket and how do you get Kingdra?

Eon ticket, you need a special card to download it to your game boy.
To get Kingdra trade a Seadra while its holding a Dragon Scale.
To get Kindra trade it with the item on him 'Dragon Scale'
1. You need to have an e-reader.
2. You need to trade seadra holding the dragon scale.

You can get Kingdra by trading. Eon ticket doesn't exist. The event is over.
