You need HM04 STRENGTH, and a gym badge to use it.

You will find strength in Rusturf Tunnel (the man in it should give it to you if I remember correctly)

And I believe you need the gym badge from Mauville Gym to use it.

If it is not the Mauville Gym then it is the gym badge from Dewford.

Apologies if I have gotten the gym wrong, it has been a while since I have played. At least not all Pokemon will be able to learn that move, but a lot of them will. Usually if it is bigger, like a linoone, as opposed to a wurmple for example :)

Golden Dragon

You need to use Rock Smash to the rocks inside the tunnel between Rusturf and Mauville. Then the Karate dude will give use HM04 Strength. Then teach someone it and then you can push it away!

You need to get the HM Strength. To get it, you must smash the rocks in Rusturf tunnel using Rock Smash. Then the guy in there will give you Strength, teach it to one of the compatible Pokemon and you'll be able to push boulders aside.
