You get it from the dude in the cave on dewford for flash.for feebas you catch him by the wheteher center
You can catch Feebas at the waterfall river by the weather center. But beware he is hard to catch. I advise you to use Super rod as well.
Flash is in the cave by the hiker in Dewford City.
Flash is obtainable in Granite Cave, Dewford and Feebas is easier to Catch in Route 119 using a super rod and ultra-balls
