You get it once you help the man get to his girlfriend. You need rock smash. Get it from the man in Manvallie (the town with the bike shop).

When you are in Maurville get rock smash. Then defeat
Watson the gym leader. Then go to the town where Wally is going to stay with his aunt and uncle. Then enter the cave go to the rocks that can be smashed, smash them then the guy in the white jacket should give you HM strength

Once you defeat Wattson in Mauville, go through Rusturf Tunnel and use HM06 Rock Smash (you get this HM in a house in Mauville) near the man with white on. Then you get HM04 Strength off him.

PS. You can only use Strength when you defeat Flannery in Lavaridge Town!
