Where may I be able to find the HM surf I looked everywhere and talked to everyone I could find but I can't seem to find it

Any info would be helpful

Talk to wallys mum and dad after beating your father (norman) and winning the badge from him in his gym, in pealburg city. :P

You need to beat Norman, the leader of Petalburg Gym. Then, talk to Wally's parents. They live in a house near the gym. Hope it helps

Beat norman then go to wally's parents at the house beside the gym. The person that looks like a male will give it to you. Get the amulet coin from your mom after beating your father.

You have to beat your dad first then he will tell you to go to the house next to his gym and you got surf
