Can I breed a water and grass type pokemon
Because I want to breed a sceptile and swampert

Ya you can but if they arnt in the same eggg group it wont work
You can breed them together but they have to be in the similar egg group and if you can make an egg it will come out being the girl pokemon.
The only reason starting Pokemon can breed is because they fall into the monster egg group and another, depending on their type. Take into consideration that it will be the female and if the female is holding an everstone, it will give the same nature to it's offspring. You may want to breed many Pokemon to make sure you get a good nature and ivs
No you can't if want to do something like that you need to trade and get the opposite gender of witch ever you want
You can actually breed Sceptile and Swampert. It's offspring is a 50-50 chance. Those two Pokemon are in the same Egg Group. Any two Pokemon that are in the same Egg Group will be able to breed. There's quite a few different egg groups.
