I haven't played this game in a while but I remember getting it in a cave. This may help.

You get by first beting you're fathers gym then go talk to walles dad or mom then you will get surf

You will be able to get the HM for Surf when you beat the 5th Gym Leader, aka your father. Once you beat him, go to the house to the left of the gym, which is Wally's house. I forgot which, but one of Wally's parents will give you the HM for Surf.
