What do you do with all the heart scales (if thats what there called?)

Well just go to fallabor town and there is a guy near there in a house give him a heart scale and he can teach your Pokemon any move they can learn.his name is the move tutor.

Hello Carool99642,
Heart scales are for move tutoring. When you find some heart scales take them to the move tutor's house in Fallabor Town. He can teach any one of your Pokemon a move that they had learned before (Not TMs or HMs) but had been remover or overwrited.

When you go to Fallabor town(after you get through some ashes) theres a guy that will teach your Pokemon an old move in exchange for a scale. Theres a move deleters house in Lilycove.
