Rayquaza, by all means, is the most powerful Dragon Type. It's stats nearly top Mewtwo's, and it learns a deadly bevy of moves.

Being the ultimate Dragon, you can expect extreme difficulty in snagging it.

-----------------------------

Extra Info: In case you can't catch Rayquaza at the moment, I will give you a list of Dragon Pokemon beginning with the strongest.

Not all Dragons will be listed; some of them don't exist in Ruby and Sapphire.

After the place which the Pokemon is ranked, I will present a ranking (1-10); the higher the number, the more powerful:

1. Rayquaza; 10!

2. Latios; 7

3. Latias; 6

tman1 answered:

The best is Rayquaza but you will love salamence which comes from bagon (just scroll down and you'll see how to get a bagon).

DarkLugia answered:

Rayquaza! Rayquaza can learn most of the TMs and HMs, has REALLY high stats, and is good at contests too!

But, Latias and Latios are rather okay.

Cross Stinger answered:

Many of your correspondents are wagering on Rayquaza, but forget it.

Although Rayquaza's stats are somewhat superior, it has a major drawback: Air Lock.

Air Lock counteracts weather-related effects, even those that could be beneficial one way or another.

Here are the ways that Air Lock will help and hurt Rayquaza:

1. If either Pokémon uses Sandstorm or Hail, both Pokémon are unaffected.

2. Sunlight usually cuts Thunder's accuracy to 30% and rain ensures its success, but Air Lock will make the field seem normal by maintaining Thunder's base accuracy of 70%.

3. Sunny Day and Rain Dance, even when used by Rayquaza, will fail, even if the display says it didn't.

4. Sunlight won't boost power of Fire attacks, and neither will rain boost Water's power.

5. In the sun, Solarbeam needs not charge, and in rain its power is down to 60 instead of 120.

Under Air Lock, the field will revert to normal, so Solarbeam will need charging and its power stays at 120.

This applies to every Pokémon, even Rayquaza.

(I was so furious with this ability that I traded it away.) The same goes for the ability Cloud Nine, whoever carries it.

The best Dragon to me is Salamence; its power is decent if you know how to manage it, it learns good Technical Machines, and it learns Fly on its own.

Don't be fooled by Rayquaza—its stats are good, but Air Lock ruins the fun.

Actually I say the best Pokemon is salamence. Just like what cross stinger said it really ruins some of your move and wastes your turn which could actually be a diaster so if you have a Pokemon with special ability such as air lock. You better not use it .I suggest you use altaria because it has the special ability nature cure which heals upon switching out and in.Also it learns alot of powerful mover just like salamence.

Guest answered:

Actually you can catch rayquaza ib sapphire.. I don't know with ruby. Anyway, to catch rayquaza, go to the sky pillar. You can pass the cracks by using the mach bycicle. Try to watch it from youtube so you know how.
