I want to know where to wind eevee to catch because I really want it badly

I have no idea where you are supposed to wind an eevee but if you mean finding it then you cannot in either Ruby or Sapphire. The only way to get it is to trade one from Fire Red or Leaf Green or you could trade one of it's evolutions from colosseum or XD and breed it.

The only way you can get an Eevee is trade it from Pokemon Fire Red, Leaf Green or XD. You can also try to find a gameshark or action reaplay code.
