Question for Pokemon Sapphire

I found out that if you trade a pokemon from leaf green that doesnt exist in sapphire you will get the national dex for sapphire. Is this true and if so will you be able to get all 386 pokemon on it?

If anyone knows please tell me.

Yes, because I have the complete Pokedex cheat and you get every 386 Pokemon and have the option to change the Pokedex into National or Hoen.
