I have leaf green and I got my nationl pokdex when I owned 100 pokmon does the same thing happen in saffire come on cheating is good help!!!!!!!!!!!!!!!!!!!!!!!!1

Alright, I will try my best to help you out since you asked me. But, to be honest, I am having difficulty understanding the question. What do you mean when you say the same thing happen in Sapphire? If you are talking about the National Pokedex on Pokemon Leaf Green, then you probably did not get it because you caught One Hundred Pokemon. You probably got the National Pokedex because you defeated the Elite Four. I think that it is the same way on Pokemon Sapphire. If you defeat the Elite Four then you might get the National Pokedex from Professor Birch. If you do not, then go ahead and try catching One Hundred Pokemon. Either way, you should get the National Pokedex soon.
