Alright I have two questions. One I have beaten the elite four close to fity times and thirty out of those fifty times I have tried to catch Latias by flying to Mauville then surfing right and nothing, so my question is am I supposed to do this. And my second is am I supposed to stay in the water of go in the grass by the berry master's house.

Simple answer, you can find latias anywhere in long grass or surfing in any water in Hoenn. (not in caves)

You can find latias after beating the elite four only once (i mean it is available to find after the first time, so you don't have to keep going back)

Latias is a random event in Hoenn, so you can find latias outside in any long grass or in any ocean area in Hoenn, not just those spots near mauville or lilycove. The reason people tell you to go there is because if you have encountered latios once but not knocked it out in battle (latios runs away after the first turn in battle) You will then be able to look in your pokedex entry for latios, look at the region map for that Pokemon and the route latias (or latios for that matter, in ruby) will light up. But the problem is, is that when you leave the area you are in by walking, bike flying or surfing (if you leave the area in any way at all) latias will move to a different area, so chasing latias that way won't work.

A great technique is to go to mauville and keep entering the route that joins mauville to verdanturf town (as there is grass there to hunt in and fairly low level pokemon) keep entering it, checking your map to see where latias is and if it's not there, exit back to mauville or vedrdanturf, and re-enter. If you see that latias is in that area whan you are, it won't leave until you leave or you encounter it. (if it runs away, it will go to another area)

To best encounter it, make sure you have a Pokemon of just under level 40 in first position in your team. Make sure that it is not over level 40, because you will use repel sprays to find latias. Repels work by repelling any Pokemon that is a lower level than the one that is in first position in your party. So have a Pokemon close to level 40 but not over it (as that will repel latias, too) the reason you want it close to latias's level is for two reasons:

1. If you have to battle latias, you will have a sufficiently levelled up Pokemon to do so.
2. All the Pokemon between verdanturf and mauville are way below level 40, but latias is level 40, so when you use the repel spray, the only Pokemon you will encounter is latias (provided you have waited and checked it is in that region) and that makes it much quicker and avoids lots of boring quick battles, finding you your latias easier.

I recommend in this game, using your master ball on latias. All the other legendaries can be caught with ultraballs, saving prior to battle, and a little patience!

Finding latias this way may still take some time, so I suggest taking lots of max repels with you before you do it, and using your master ball. If you have already used it, just keep repeating this technique, saving each time you go back to mauville, and only doing minimal damage to latias before it runs away, so that when you get it's hp to red (latias's HP stays down after it runs away, if you do damage to latias, it stays done, so try not to KO latias or it won't come back.0 you just keep flinging ultraballs at it, and eventually it will work. It might take thirty or more encounters, it might take only a few, but that is really the easiest way apart from using your masterball.

Well, you are just trying the wrong thing. Latios will not be in one space, like any hard to get legendary Pokemon, Latios moves all over the Hoenn region. Not only does this make him harder for you to capture, but it presents of the problem of actually encountering him. What you need to is get some repels, and use them when you have a level 35 Pokemon at the front of your party. That way no Pokemon below level 35 can get you into a battle. Now, you can just run around and look for Latios's location by using the pokedex without having to deal with all the other Pokemon fighting you.

Well latias moves around alot try to get into the same area as her/him when you encouter latias you can deal damage then it will flee do this a couple of times to get it or get a Sableye that is faster than latias/os then use mean look don't worry latias's/os's attacks wont affect sableye then slowly bring down it's HP. You don't have to use the master ball if you do this just stock up on ultra balls, great balls, net balls, timer balls and most of the other poke' balls also if you have to return to mauville and try to get in the same area as latias it worked for me well anyways, good luck and hope I helped

Don,t listen to noboody klp200 knows I beat the game beat the elte 4 30 times no liye and I have latios once you have her on you pokdex get master ball keep on chasing her until you find her I found her ins slateport my pokdex said she is in salte port I went there quickly looked at my podex she is still in slate port I went in grass not water
Looked around there she was a beauty used my master ball and caught her I was happy any more QS

Hey here is a tip on using any Pokeball on any Pokemon simply hold a,b and select this works 80-90% of the time, but it seems to work better on grass type.
