He's the champion of the Elite Four.

You'll first meet him as the recipient of the letter from the Devon president, then on Route 118, then at Mossdeep, then at the Seafloor Cavern, then at Sootopolis, and then you'll face him in the League. He's the Champion in Ruby and Sapphire, but in Emerald Wallace will be.
