You cannot find the Red orb, Archie the leader of Team Aqua has it. Continue to play the game, and you will find him. Ever Grande City is actually just a cave that stands in the way of your task to defeat the Elite Four.

I have the same problem I can't find the red orb do someone now where I can find Archie the leader of Team Aqua how has the red orb.

You can't get the red orb unless you get it from ruby. Team aqua has it, and you will pretty much never attain the red orb in your Pokemon sapphire game... but the 8th badge is in the town past mossdeep. You must head towards route 127 until you reach a lot of diving spots, they should be heading towards you on your screen, head that way, and DONT TURN RIGHT!!!... If you don't want to run into many Pokemon I suggest goining under water for a while... But you must come up to find the girl w/ the red hair, she's a swimmer and will want to battle you, dive by her and go through the grass until you see an opening to a cave... Enter there and you must stock up on ultra balls... Go up towards the right of the pokemart and up the stairs. Turn to the right and there should be the gym leader and steven there. Talk to them and they will take you to the cave of origin... There you must go through and don't forget the item, thats the hm move waterfall (you need it to get to the elite four) when you get to the room w/ the water SAVE YOUR GAME!!!! This the only chance to capture kyoger (or however youspell it- I just nicknamed mine Kyo)it will be level 45, and have the moves, bite, hydro pump, ice beam and psych up, which raises it's sp. Attack and sp. Defense. DO NOT USE YOUR MASTERBALL!!! Trust me, you'll need that later... It only took me about 10 ultra and 2 greatballs until I could catch it... O, and it isnt any gender... hope this helps!!!!!!
