What does Deoxis look like and my friends brother got his Feebas to evolve into Milotic but I've tried to evolve it by incresing its beauty and heaps of levels.

Johnkrill, your half right. It's beauty condition has to be maxed, but it needs to grow a level after it's beauty condition is maxed.
You merely have to raise your Feebas just one level after maxing out its beauty.
