where can I get wailmer and latias?

Can someone tell me where ca get wailmer? Isearchedfor 10 hours for wailmer I found relicath but I can't found wailmerand latias can someone help me please tell me the exat place where I can find latias and wailmer and wailord

For wailmer just use the Good Rod anywere
Wailord: surf on route 129
Latias: it's location changes every time you enter or leave a building, so it's random

Wailmer use super rod on route 103
And latias it all on luck

You find latias when ever and wailmer will evolve at lvl 20 wailord
