No. Pokemon seen in the battle tower won't put an entry into your pokedex. I don't think you can battle it there anyway. And since it is a roaming Pokemon, it's whereabouts are totally random. Just keep looking.

No, I don't think it is true. Even if you saw it in the battle tower, you could not find it's location because the Pokemon seen in the battle tower do not show up in the pokedex afterwards.

Battle Tower Pokemon don't appear on the Pokedex, but according to Serebii, you can encounter it in the Battle Tower.
