Deoxys, you have to fire 100 rockets. You can see how many rockets youve fired by asking the guy in the space center, looking out the window.

Kingdra, you have to trade Seadra holding a dragon scale {sometimes found on wild horsea} bagon, you find in meteor falls in the room with the TM in it, up the waterfall.

You also can complete your pokedex without catching Deoxys.

tman1 answered:

You don't need Deoxy's to fill pokedex

Kindra comes when a seadra holding dragon scale (sometimes found on horsea and seadra) goes through tade.

Bagon is found in meteor falls in the last room where tm02 (dragon claw is found. meteor falls is on route 114 when you find out lannete and her p.c. write of fallabor town

Oh yeah, and for those who don't know deoxys is part of every pokemon because deoxy is D.N.A- which means deoxynucleric acid
