The other way I know is to get the HM dive, or use an action replay, othere than that I have no idea.

Yes,there is a way but only master trainers like myself know it.First,you must have a Pokemon who knows dive and go to the place where''fish live for etirnety.''That is all I am telling. Good Luck.
