You can only get 1 masterball unless you use a code to get more.

There are only two in the game one the president of Silph co. Gives you after you defeat Team Rocket in his building and another you get from the lottery game in the Celadon City Department Store if the id numbers of any Pokemon matches the number on the card you drew
