I think you get a Pikachu then breed it for a pichu then Evolve the pichu into pikachu and then make it like you heaps then go to that old lady on the cape on I think 2 island. I think she teaches pikachu volt tackle. Either that or you can only get it in Emerald.

You get volt tackle for the Safari Zone by getting a Pikachu with the held item light ball, breed two Pokemon with said light ball, I believe there is a large amount of Pokemon that can learn it.

Your Pokemon can not learn the move Volt Tackle in Pokemon FireRed since this is only Generation 3. Volt Tackle comes into the series I believe in Generation 4. I hope this helps you.
