In the safarizone find the house with a single man init he sould say fomething around finaly I thought no one would get here, and then give you the HM. It will take one or two time to find him.

It's in the very end of the Safari Zone.....A house is there and the Gold Teeth aswell....

Get to the end of the Safari Zone. The man in the Secret House will give you HM03 (Surf).

Go to Safari Zone, find the wardens teeth, give the teeth to the warden, and he will give you Surf.

You get HM Surf in the resting house in the final area of the Safari Zone. If your lucky I think you also find the wardens Gold Teeth in there somewhere and when you give them to him he gives you HM Strength.
