HM Surf is at the end of the Safari Zone....The Warden's grandson will give it to you as a reward if your able to get them in time.

You win it in the safire (Spell) zone, it is the little house near where you find the golden teeth for the old guy, who gives you HM Strengh

Ok to get Surf you have to go to the Safari Zone and reach the end of the safari you'll see a small house and inside will be a man and he will tell you that you are the first person to find the place and he will give you the hm surf as a reward and there you go.Oh and when you find the house there will be a patch of dirt and something will be on the floor the item will be golden teeth and give them to the mayor and he will give you the hm strengh for helping him.
