You have to Evolve him from Teddiursa. I think, keyword there is think, he can be caught in the lower areas of Seven Island. I'm not sure about that though. Check yur Pokedex...

You can't find it in FireRed, but you can catch a Teddiursa in Pok�mon Emerald's Safari Zone after defeating the Elite 4, Trade it to FireRed, then Evolve it.

Safari Zone for Emerald. Cannot be found in leaf green or fire red beside trading, or Lost Cave altering 4, finding a teddiursa.
