Do you get HM 07 waterfall and/or articuno in seafoam islands? If you do how do you get it through all those stuff?

Hm 07 is in ice fall cave in island 4

Articuno is seafoam islands.

HM 07 is in Icefall cave in Four Island. To get to articuno you have to Knock the rocks located to the right when you first enter the Seafoam Islands. There are two of them and they go staight down the hole they are next to.

2) To get articuno you must arrange the rocks in one of the areas so 2 fall through the floor, then go down a hole, and you can surf to it.

I don't think you get Waterfall in there, but you do get Articuno. To get to Articuno, you have to push the rocks in the holes and stop the currents. Then just Surf to Articuno and battle it.
