Hi.I wanted to teach my charizard blast burn but the lady said that charizard.........
No.It was a mistake.Is it a glich or what?

Must be a glitch. Did you already use Blast Burn on somethin' else? BB isn't worth it anyways. You shouldn't teach it to him.

Charizard should be level 50 or higher. But I won't recomend it to teach charizard blast burn. It's bad, you need to recharge the next turn and you can't afford to loose a turn. Give it these move sets.
Flamethrower/heat wave
Aerial ace/Fly
Dragon claw/sword dance
Earhtquake/iron tail/brick breal/rock slide.

Blast burn is over all a great fire type move but you're POKEMON needs to be able to take a hit because it does need to recharge after you use it but that shouldn't really matter if your charizard can take a hit

You can't learn it unless he was your original Starter Pokemon. She will only teach that one
