In Saffron City there are 2 gyms but 1 is locked.

ANSWERS

First go to celadon city, go inside the Rocket Game Corner, beat the guy in front of the poster,then press ''a'' in front of the poster, go down the basement an dfin giovani, beat him and he will give you a silp.scope

Now go to lavander town a save mr.fuji in the top of the Pokemon tower.

After you save him he will give you a poke flute.

Now go to saffron city and go inside the silp.co building, find your way to the 11 floor, there you will battle your rival and you will recieved a lapras, the after that you will battle giovani. After you beat him you will be able to inside the saffron gym.

If your having trouble in to the silp.co buliding, get the secret key in 5th floor, the go to the 3rd floor and open the door, go to the first box and it will transport you to the 7th floor(you will battle gary their) now go to the next box and it will transport you to 11 floor where giovani is.

You need to defeat team rocket in the city where the 4th gym leader lives,go inside the gamble building and defeat team rocket.

You have to beat the whole Rocket deally in that city an' then it will let you in. There is a bunch more crap you have to do first.
