What lvl does haunter evolve into a gengar, and what lvl does it learn physcic and shodowball?

ANSWERS

Haunter will only evolved by trading.

I don't know for sure what level he will learn it, most of the pyschic type Pokemon learn psychic at level 40 to 45. Don't know what level ghost type learns it.

The tm shadowball is obtainable in the game corner in celadon city.

Haunter evolves by trading.
It can't learn Psychic without a TM, but it learns Shadow Ball at LV: 45.

It evolves during a trade,and it learns Physic with a TM,also it learns shadow ball at level 45.

Actually I traded with a girl on the fire red game and it was level 35 with shawdowball
