To make it like you:
Win battles with it
Try to not make it die
Give it a shell bell (use item finder were my fuji was in Pokemon Tower and you will dig it up)
Don't give it drugs such as x attack carbos ect.
Don't Trade it
Keep it in your party

You just need to make chansey love you.

To make Chansey Evolve into Blissy, maximize your friendship, and have the national poke'dex. If you don't have the national poke'dex, it will stop on it's own.

Mine evolved lv 44

Make the Chansey love you. Once it loves you it will Evolve.

The best way to do it is give it alot of those stat-boosting drinks like carbos and iron, put it first in your party, and give it the Soothe bell. Then level it up alot and it should Evolve into Blissey.

High friendship

You just got to raise it's happiness to the max.
How? Well, it is an invisible number, but you've got to get it to 255. The most time consuming method is to cycle endlessly because happiness raises with every step, with your Pokemon in your party obviously. (roughly 30 minutes non-stop cycling) And try not to let it faint. That will reduce it's happiness a little. A good way to gain happiness faster is to give it the item SOOTHE BELL. This item can be obtained at the top floor of the Pokemon Tower (Lavender Town) at the exact spot Mr. Fuji stood. Obtain it by using the ITEMFINDER (obtained on the second floor of the little building that's east of vermillion city from a professor Oak's aid if your Pokedex rate is at least 30.) And also VERY important! YOU CAN ONLY Evolve A Pokemon INTO A NON Kanto Pokemon AFTER RECEIVING THE NATIONAL DEX!!! Good luck! ^^

Get a poketch app from a girl in the Pokemon center in eterna city

You have to raise it's friendship. To raise a pokemons friendship level, it needs to spend a lot of time at the front of your party and you have to use it in battle quite a bit without letting it feint. If you talk to Daisy Oak in paletta town, she can groom your Pokemon for you which bot only raises their friendship towards you (+3 for values 0-199, +1 for values 200-254) but she can tell you how happy they are based on how much they like you. Chansey starts at around a happiness level of 140 and you need to get it to the 200-249 range. You'll know it's there when you talk to Daisy and she says "it couldnt possibly love you any more than it does now." Giving them vitamins helps raise it, leveling raises happiness/friendship, and they gain +1 happiness value for every 256 steps when they're the first Pokemon in your party. Giving it a soothe bell will make this a much faster process
