You do not get the VS Seeker from him. You get it from the woman beside the counter at the Vermilion Pokémon Centre.

You get it in the Pokemon center from a girl in the city where the 3ed gym leader lives.

You go to vermilion city and go in the Pokemon center. Then you go to the nusre joy and there should be a girl on your left. Talk to her and she will give you vs seeker

You don't. Go to the Vermilion Poke Center and talk to the lady at the desk with the blue hair. She wiill give you the Vs. Seeker.

No, Go to the town with the boat that takes you to Islands 1, 2 & 3. Go into there Pokemon center and talk to the women located near the counter.
