In order to get a Steelix you have to get metal coat (Memorial pillar on Island 5) give it to an Onix and trade it.

You need to give Onix metal coat and trade with a friends.

Trade an Onix to another GBA when it's holding a Metal Coat (found on the Islands somewhere). Then trade it back (unless you want the other cartridge to get a free Steelix). He Metal Coat will disappear. You can also evolve Scyther into Scizor uding this method.
