Dewgong:l.v 86, Surf, Icy Wind, Sheer Cold, and Blizzard
Wigglytuff:l.v84Sing, Metronome,Double slap, and Strength
Pidgeot l.v:87Fly, Cut, Ariel Ace, and Sky Attack
Gengar l.v 90:Hypnosis,Night Shade,Dream Eater, and Curse
Arcanine:l.v.94 Flamethrower,Body Slam, Leer, and Fire Blast

Raichu replace double team with rain dance
Dewgong replace blizzard with ice beam
Wigglytuff use it as a HM slave there is not much competitive battling in this pokemon
Pidgeot replace Cut with a good move
Gengar is fine
Arcainine replace fire blast with extreme speed

You can't get Mew in this game without cheating, and even then it won't listen to you. As for your team...
Raichu- Pretty good
Dewgong- All these Ice Attacks...not good. Drop Blizzard maybe, for a different move.
Wigglytuff- Good, but drop Strength.
Pidgeot- Drop the Cut, leave the HMs to a Pok�mon that's not in your main party. Also, drop perhaps Sky Attack. It can't be ALL flying moves.
Gengar- GOOD.
Arcanine- Fire Blast has gotta go...give a strong attack with better accuracy.
Overall a good team. Finish leveling and that's it. 7.5/10

But you need to vairy in you attacks jjust because it is fire or lightning doesnt meen you should make it straight forward fire or lightning attacks like you dewgong it only knows ice.
No Mew is not in fire red unless you use a action replay or a gameshark.

Your team is pretty good worth a 8/10 I should say. Just keep working hard at it and they will be a great team for battle.
Mew= Action Replay? Maybe...
Overall: 8/10, your team's quite good. Only a few little mistakes:
Get all your team to Lv. 100.
Raichu: No Slam, I think it can learn Rain Dance, good for raising Thunder's accuracy.
Dewgong: I'd suggest Articuno with Blizzard, Lock-on, Sheer Cold and Mist. However, if you like Dewgong, then replace Sheer Cold with Double Team. Don't use Sheer Cold unless it's guaranteed to hit.
Wigglytuff: Replace Strength with Defense Curl/any other raising-defence move and Doubleslap with Take Down.
Pidgeot: Three flying moves is much too much. Also, HM's aren't good for a final team. Replace Fly with Slash/Toxic, and either Aerial Ace or Sky Attack with Steel Wing. Cut with anything Normal-type.
Gengar: Perfect! Just a suggestion, though: Why not Toxic?
Arcanine: Okay, except replace Leer with Growl.

No Mew is not in the game you must Trade from Emerald version
In Emerald you must go to faraway island and corner Mew it will atack at lv.3
