Ignore the previous answer. Defeat the Rockets on the top of Lavender's Pok�mon Tower and talk to Fuji at his house.

You need to beat givanni in celeadon casino place and get the silph scope then go to Pokemon Tower and beat cubone's mother's spirit and defeat the rockets and you will find mr fugi up there then he takes you to his house and he gives you the poke flute as thanks

To get the poke flute go to lavender city and go into the Pokemon Tower.
Battle your way to the top and you will meet Team Rocket. Defeat them and talk to the old man.
He will take you to his house and give you the poke flute.

To get the poke flute, you need to see Mr Fuji at the Lavender Town tower, and go see him in his house, and he will give you it.

Its in Lavender Town you got to beat Team Rocket at the Tower that is in the town.
