Add it when you think they are good enough because it doesn't really make a difference to there stats or fight moves.

Growlithe at lvl 49 when it learns flamethrower and evolves to learn extremespeed.
Pikachu at lvl 50 when it learns it's moves or else raichu wouldnt have any new moves.
Nidorino at lvl 43 as it learns flatter and evolves to learn megahorn

Well, the only way to tell when you want your Pokemon to evolve is to look at the move your Pokemon learns along the way. In general, I like to train my Pokemon (that require stones to evolve) until they won't learn any more moves. Remember, Pokemon evolved with a stone will not learn any more moves!

For Growlithe I would evolve it at level 49 after it has learnt Flamethrower. But if instead of Flamethrower you want it to learn Extremespeed evolve it at highest level 48.
I would evolve Pikachu after it has learnt it's final move Light Screen at level 50. Because Pikachu can't learn any moves after it has evolved.
For Nidorino you could evolve it between levels 34 and 42.

I would suggest evolving Pikachu at level 33 or higher to gain Agility. At level 41 it learns Thunder and Light Screen at level 50, but both moves are available via TM if you want them.

Growlithe should evolve at level 43 or higher. That way it will be able to learn all valuable moves except Flamethrower, which is available at the Celadon Game Corner. Evolve at level 48 at the highest so that your Arcanine may learn Extremespeed.

Nidorino should evolve before level 43 so when it does you can teach it Megahorn. One-hit KO moves such as Horn Drill won't help you in the game. You will miss out on but one move, Thrash.

Okay, first my favorite, Growlithe to Arcanine.
Arcanine learns the AWESOME move Extremespeed at level 49. (AS AN ARCANINE ONLY) so definitely not a level later than 49. Also, Growlithe learns Flamethrower at level 49! So that is a good time to evolve it if you're having trouble battling because it's defenses as a Growlithe are rather frail, use your fire stone at any level you like. But! Mind you! It learns flamewheel, a solid 60-base power fire move, at level 31. If you don't have the money to buy TM 35 (flamethrower) at the celadon game corner for 4.000 coins ($80.000) i'd say wait at least to level 31 ^^ then you can teach it Fire Blast (received after beating the 7th gym) later.

Then Pikachu to Raichu.
That's an easier choice to me. Pikachu learns Thunderbolt at level 26, this is such an amazing move! After that it doesn't learn any really impressive moves anymore, evolve it when it is at least at level 26.

Nidorino to Nidoking is an easy one.
Evolve it as soon as it learns Horn Attack (level 22) then as a Nidoking it will learn Thrash (90-base power :3 at level 23!! And, even better, MEGAHORN at level 43! An amazing bug-type move with 120-base power! And a pretty reliable 85% accuracy. So feel free to keep it a Nidorino for a while, but if you evolve it later than 23 you don't direct access to thrash. But I highly recommend evolving it at level 43 or earlier!
