Birth Island with the Mystic or Aurora tickets.
Then you gotta do a triangle puzzle.

Excel answered:
Get the Aurora ticket then you will be allowed to go to island 9 by talking to the man at the port.
When your at island 9 walk up and comlete the triangle puzzle and you will find Deoxys.
