Well, on the first Pokemon games all you had to do was buy a drink from the vending machines up on Celadon's Department Store. But on Fire Red and Leaf Green you have to go to the large building in Celadon, between the Pokemon centre and the Store. Go up and talk to an old woman, she will give you a cup of Tea. Give the tea to the guard to get into Saffron City.

You have to go to Celadon City (the city to the right of safferon city) and go to the celadon mansion. On the first floor is an old woman. Talk to her and she will give you some hot Tea. Give it to one of the gards and he'll share it with the others and you can get through eny of the gates.
