You can find Waterfall in the Cave on the island with the Day care centre that holds two Pokemon (i think that's island 4). Go into the cave, go the right way, i.e get to the end and you will find a pokeball with HM Waterfall in it. Then go out of that area, go up the waterfall with your new HM and then help Lorelei defeat Team Rocket. She will then return to the Elite 4 and in that place, you can be lucky and find a wild Lapras! Good luck to you, hope I helped.
