You can get up to 386 Pokemon but you need to Trade and use cheats. The easiest way is to use the complete Pokedex cheat

In FireRed you can catch 140 (including a Legendary Dog). The others you need to Trade from LeafGreen.

So 170, including the only III generation pokemon you can get in game Wynaut, breeded leaving Wobbuffett with Lax Incense. (Similarity in Leaf Green with marill but holding Sea Incense).
170 if I'm not wrong and there are more!

I reached the 168, I've done all the in game trade (with added me just Jinx) and eggs too. But I miss babies drom cleafery and Jigglypuff. So 170, including the only III generation pokemon you can get in game Wynaut, breeded leaving Wobbuffett with Lax Incense. (Similarity in Leaf Green with marill but holding Sea Incense).
